Investing in Halifax Multi-Family Property: What to Know in 2026

Multi-family property is one of the most reliable ways to build long-term wealth in Nova Scotia, but only if you buy on real numbers. This guide covers how to analyze a deal, the Nova Scotia rules that affect your rent, what's happening with vacancy, and how CMHC MLI Select works for larger buildings.

The 2026 rental backdrop

Halifax's rental market has loosened from the extreme tightness of recent years. CMHC's mid-year update put purpose-built rental vacancy at about 2.7%, but vacancy for units renting at $1,349 or less was only 0.7%. Translation: well-located, fairly priced units still lease quickly, while high-end units face more competition. On the buying side, Halifax-Dartmouth inventory was up 19% year over year in September 2026, which gives investors more choice and more room to negotiate.

Three numbers that matter

1. Cap rate

Cap rate = Net operating income (NOI) ÷ Purchase price. NOI is rental income after vacancy and operating expenses (taxes, insurance, utilities you pay, repairs, management), but before mortgage payments. It lets you compare buildings regardless of financing.

2. Debt coverage ratio (DCR)

DCR = NOI ÷ Annual mortgage payments. Lenders want to see the building's income comfortably cover its debt. CMHC's minimum for standard rental housing under MLI Select is 1.10, and conventional lenders often want more.

3. Cash-on-cash return

Cash-on-cash = Annual cash flow ÷ Cash invested. This is your actual return on the money you put in, including your down payment and closing costs.

Worked example: a Halifax-area fourplex

The numbers below are illustrative only, to show the math. They are not a quote for any real property.

LineAmount
Purchase price$800,000
Gross rent (4 units × $1,700 × 12)$81,600
Less 3% vacancy$79,152
Less operating expenses (35% of income)$27,703
Net operating income$51,449
Cap rate6.4%
Mortgage: $640,000 at 4.5%, 25 years$3,542 / month
Annual debt payments$42,507
DCR1.21
Annual cash flow$8,942
Cash invested (20% down + 1.5% deed transfer tax)$172,000
Cash-on-cash return5.2%

Notice how sensitive this is. Raise the interest rate by a point, or the expense ratio by five points, and cash flow shrinks quickly. That's why every deal I bring to investors comes with the assumptions written out so you can stress test them yourself.

Nova Scotia rent rules you must underwrite

  • 5% rent cap: rent for existing tenants can rise by up to 5% once every 12 months, and the cap stays in place until December 31, 2027.
  • Fixed-term leases: the cap applies when a lease is renewed for the same unit, even a fixed-term lease.
  • New tenants: the cap doesn't apply to a new tenant signing a new lease, so turnover is when rents reset to market.

Bottom line: buy based on the current rent roll. Below-market rents are upside, but you can only capture it gradually or on turnover.

Financing: 1 to 4 units vs 5+ units

Buildings with 1 to 4 units are generally financed as residential mortgages, and owner-occupiers can often buy with a smaller down payment than pure investors. Buildings with 5 or more units move into commercial lending, where the property's income and the borrower's experience carry more weight.

CMHC MLI Select (5+ units)

MLI Select rewards owners who commit to affordability, energy efficiency or accessibility. You earn points in each category, and your total unlocks better terms:

PointsMax loan-to-valueMax amortization
5085% existing / 95% new construction40 years
7095%45 years
10095% (new construction)50 years, limited recourse

For an existing building, 50 affordability points require 40% of units with rents at or below 30% of the area's median renter household income, committed for at least 10 years, and energy points require measurable reductions in energy use. The trade-off is lower rent upside on committed units in exchange for much better leverage and amortization. Run both scenarios before deciding.

Due diligence checklist

  • Rent roll and copies of every lease, with move-in dates and deposits
  • Twelve to 24 months of income and expense statements, plus utility bills
  • Property tax assessment and recent insurance quotes
  • Building condition: roof, heating system, oil tanks, electrical, plumbing, foundation
  • Unit legality and zoning: are all units permitted?
  • Capital expenditure plan for the next five years
  • Financing pre-approval with the lender's DCR and LTV requirements

Frequently asked questions

What is a good cap rate in Halifax?

There is no single answer. Cap rates depend on location, building age, condition and how much upside there is in the rents. Smaller towns often show higher cap rates than central Halifax, with more vacancy and resale risk. Compare against recent sales of similar buildings and against your financing cost.

Can I raise rents on a building I buy in Nova Scotia?

For existing tenants, Nova Scotia caps rent increases at 5% once every 12 months until December 31, 2027, including when a fixed-term lease is renewed. The cap does not apply when a new tenant signs a new lease. Underwrite using the current rent roll, not hoped-for rents.

What is CMHC MLI Select?

MLI Select is a CMHC mortgage insurance product for rental buildings with 5 or more units. Points earned for affordability, energy efficiency and accessibility unlock benefits such as higher loan-to-value and amortizations of up to 40, 45 or 50 years.
